I was first using 0.4 version from official download site (2016) but it lack AP feature when no network is connected. So i switched to feb 2017 image from OP but now, usb dongle cant load its module ath9k_htc (not even manually)

The firmware "ath9k_htc" is already in the linux-firmware package, you don't need to do anything to get a ath9k_htc device working except plugging it in.
What is the exact issue?
Please post debug info?
