Navigate UI whit buttons

Hi, i'm newbie on raspberry and python, and i'm looking for control interface with GPIO.
It is possible to control it?

My intention is:
- button to open library page
- other button to open playlist page
- a rotary encoder to navigate into sources on library page or navigate on songs of playlist, and button on rotary to load playlist or song.

It will be interesting to navigate with up&down keyboard arrows to select one by one the songs in the playlist, for the future. If someone knows the way to do it, please let me know
