Access Point reverts to disabled

I'm having an issue where the Access Point feature keeps reverting to disabled when I unplug the device. All of my other settings are saved however and everything else is functioning perfectly.
I'm using RuneAudio+R_e1.2 image on a Rpi 3. My USB drive is also formatted to ext4 as required, and my music is stored on the same drive.
